Numerus incolarum non indigenarum erat circa sexaginta milia, quorum dimidium fere erant servi Africani.[3]
Territorium Ludovicianum in dicione Regni Franciae ab anno 1699 fuerat donec Imperio Hispanico per Foedus Fontis Bleaudi anno 1762 concessum est. Anno autem 1800, Napoleo, tum Primus Consul Reipublicae Francicae, imperium in America Septentrionali restituere sperans, possessionem Ludovicianae recuperavit. Qui autem, cum rebellionem in Sancto Dominico comprimere offenderet, belloque Britannorum in conspectu prodiente, ad Ludovicianam Civitatibus Foederatis vendendam urgebatur, ut rem militarem pecunia sustineret. Americani initio solum Novam Aureliam, portum terrasque adiacentis, emere conabantur, sed cito convenit inter eos emptionem secundam recipere. Foedus, antequam perfici esset, a fautoribus Factionis Foederalisticae reiciebatur; qui arguebant foedus contra constitutionem esse. Iefferson eis de hoc assentivit, constitutionem apertam territorii adipiscendi permissionem non continere agnoscens, sed asseruit suam potestatem constitutionalem foederum negotiandorum sufficere.
