This username has been blocked across all Wikipedias. If I understand correctly, this is because it is too close to a previously existing username and appears to be impersonating that user.

There would be a further reason for blocking this username: it appears to have been set up to promote a single point of view on a single topic, and the only substantive edit it has made on Vicipaedia confirms that impression, since it was used only to add several external links to one page.
