"Totum bellum" has the disadvantage that the primary meaning, I think, would be "the whole war." Perhaps "bellum universum"? The OLD gives as one definition "Affecting everyone or everything, general, universal." "Bellum absolutum, completum" would imply falsely that the war is finished.
