- I didn't mark it dubsig, but its basic meaning is "turning or wheeling rapidly". It was once used by Cicero of a person who was bubbling over with words ("quádam praecipiti celeritate dicendi") -- that is the implication of "voluble" in English, too, I guess. - As an adjective describing someone's speech, "volubilis" is a criticism; more neutral perhaps is "currens" (Cicero used this). To apply it to a person (cf. modern English He is fluent) you might say "Graece facile loquitur", "Graece currenter loquitur" he speaks Greek easily/fluently.
