'The dugongids is a family[.] The sirenium of the mammals'. ¶ The dugongids (the subject of the sentence) are a plural noun; est is a singular verb: this combination is ungrammatical. ¶ Sirenium is a nominative singular, so grammatically it's hanging alone out there, unjoined to anything. ¶ There are no sirenia that aren't mammals; therefore, 'of the mammals' is understood, redundant, and unnecessary.
