Bureaucrats (Grapheocrates) are users of Vicipaedia who can:

• Create administrators following a vote taken by the Vicipaedia community (with the tool Userrights)
• Give a user bot status or take away that status (using Userrights)

A bureaucrat is elected democratically at Vicipaedia:Electiones grapheocratarum.
