Why are many of the city names referenced as '1'? Does this mean that they are Graesse or something? Harrissimo.

Not really, those with the note are provincial capitals. Maybe there is a better way to point them out, maybe in bold or with an asterisk if you get confused by the number--Xaverius 17:18, 9 Novembris 2007 (UTC)
