I'd have thought Designatio linguae, the current lemma, to mean something more like 'language planning', with the Latin equivalent of Sprachreform, language reform, reforma linguistica, and so forth being more like Correctio linguistica or emendatio linguistica. The definitions of designatio in Traupman are 'specification, layout; appointment; election', and in Casell's 'a marking out, designation, mention . . . appointment to an office'.
