Yes, the [[m:solve_disambiguation.py|solve_disambiguation.py]] bot can do this (normally it only changes the link, but it can also change the user-visible text if directed to do so). But do you really think this is necessary? I semi-regularly remove double redirects already, and I don't see normal redirects as a problem.
