Well, maybe the monarchs of Navarre were numbered before Navarre was promoted to a kingdom; "the third" here doesn't mean "the third king", but "the third monarch". In the same way, Vratislaus II was the first king of Bohemia; his predecessors, including Vratislaus I, ruled Bohemia as dukes.
