I don't know if any ancient Roman writers ever mention the Negev by name. However, when it appears in the Vulgate, it is generally just translated by some variant of meridies or terra australis. But Negev was definitely perceived, at least sometimes, as a proper noun--it even shows up in Egyptian as Nagba. If Jerome had transliterated the name, he surely would have used Negeb... but so far as I can tell, he never did. The LXX however, uses Ναγεβ at Ios. 10:40.
